FOTO FRIDAY this week is for the times you saw something and just had to turn around/back up to take that pic. This is another one of those times. Upon passing some transformers I caught sight of this balloon. It didn't just get tied up inside the fenced off area, it was intentionally placed there. Can you guess why?

I guess a lot of birds having been flying into the giant fans clogging things up so this owl face supposedly deters them. Who invents these things?
